Greater Dallas Hispanic Chamber of Commerce Honors Six Transformative Leaders at the Quality & Excellence Awards Luncheon

For more than eight decades, the Greater Dallas Hispanic Chamber of Commerce (GDHCC) has been a driving force for leadership, advocacy, and community advancement. Founded in 1939, the Chamber remains one of the nation’s oldest and most influential Hispanic business organizations dedicated to developing, promoting, and protecting Hispanic business interests while paving the way for future generations through education and economic empowerment.
On November 14, 2025, the Chamber will celebrate its long-standing legacy of impact with the prestigious Quality and Excellence Awards Luncheon at the Hilton Anatole Dallas, a milestone event recognizing the region’s most transformative leaders and innovators.
Celebrating Vision, Legacy, and Leadership
This year’s Legacy Award recipients represent a diverse range of industries, united by their shared commitment to progress, mentorship, and service. Honorees include Alfredo Duarte, Co-Founder and CEO of Taxco Produce, Inc.; Diana Flores, Dallas College Trustee and advocate for educational access; Dr. Elba García, Dallas County Commissioner, District 4; John H. Martinez-D., President and CEO of the Regional Hispanic Contractors Association; Kimberly Bizor Tolbert, City Manager for the City of Dallas; and Noé Hinojosa Jr., President of Municipal Banking at TRB Capital Markets.
“These honorees are not simply accomplished professionals; they are architects of legacy,” said Amanda Moreno-Lake, GDHCC Interim President & CEO and Board Chair. “Their contributions have cultivated opportunity, inspired mentorship, and strengthened the economic and cultural fabric of our region.”
The luncheon will feature keynote speaker Dr. Michael Hinojosa, Superintendent in Residence for the Council of Great City Schools and former Superintendent of Dallas ISD. Recognized as “Best Public Official” by D Magazine and recipient of the Green-Garner Award as 2020 Urban Educator of the Year, Dr. Hinojosa brings decades of transformative leadership in urban education. Like this year’s honorees, his career reflects the power of education as the foundation for lasting community transformation. His keynote will explore the intersection of education, entrepreneurship, and empowerment core values that define the Chamber’s mission.
Empowering Entrepreneurs Through The Empowered CEO Institute
Proceeds from the luncheon will support The Empowered CEO Institute, GDHCC’s comprehensive entrepreneurship platform that fuels innovation and economic mobility across North Texas. The Institute delivers five integrated programs: the ScaleUp Success Accelerator, Dallas Accelerator Program, ESL Entrepreneurship Program, Small Business Support Program, and Entrepreneur and Innovation Accelerator.
In 2024 alone, GDHCC programs served more than 300 entrepreneurs, created 281 new jobs, and achieved 95% average revenue growth, generating millions in new economic activity throughout the region. “Your sponsorship invests in the development of entrepreneurs and nurtures a vibrant ecosystem that benefits everyone,” added Moreno-Lake. “This commitment ensures we can continue providing vital programs that support entrepreneurs and foster meaningful change within our community.”
